Carlos Encinas is the Owner of Encinas Law LLC. He represents public and private sector clients in connection with development and infrastructure projects and has served in various counsel roles, including as bond counsel, underwriters' counsel, issuer's counsel, authority counsel, bank counsel, trustee's counsel, P3 counsel, and developer's counsel.
Having previously served as an assistant city attorney and as an attorney-advisor fellow with a federal agency, Encinas has unique and in-depth experience in the areas of public finance, 501c3 finance, infrastructure public-private partnerships, and economic development. He is a member of the National Association of Bond Lawyers and serves as Chair of the Government Relations and Strategic Planning Committee of the Georgia Government Finance Officers Association's Board of Directors.
Encinas graduated from the University of Illinois Chicago School of Law with a J.D. and an LL.M. in commercial real estate, and he served as editor-in-chief of the Journal of Computer and Information Law. He graduated from the University of Illinois Urbana-Champaign with an undergraduate degree in political science.
