Leif Palmer manages a legal office of over 80 attorneys, legal managers and support on federal environmental law and related statutes. I make all personnel decisions, manage budgets and make all executive decisions. Advise Senior Career Officials and Political Appointees on a host of environmental, policy and legal issues on all statutes implemented by EPA. Overall responsibility for providing legal representation for environmental enforcement, defensive litigation, administrative law, labor & employment law, Freedom of Information Act, torts, contracts, grants and disaster response. Represent EPA at senior level meetings with all eight Region 4 states (Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee), local governments, other federal agencies, state bar associations, NGOs, and environmental conferences.
