Brandon L. Bowen is a 2001 graduate of the University of Georgia School of Law, and a 1998 graduate of the University of Georgia. Bowen was admitted to the Bar in Georgia in 2001, and performed a one-year judicial clerkship with the Superior Courts of Bartow and Gordon County, Georgia. In August of 2002, Bowen became an associate with Jenkins & Olson, P.C., and a partner in that firm on January 1st, 2007. The firm was renamed Jenkins, Olson & Bowen, P.C. in January of 2009 and Jenkins & Bowen, P.C. in January, 2012.
Brandon Bowen is a Partner at Jenkins & Bowen, P.C. a civil trial firm focused on the areas of zoning, condemnation, and local government law and in serious personal injury and trucking cases. In addition to frequently appearing in the Superior Courts of Georgia, Bowen is a member of and has appeared in the Georgia Supreme Court and Court of Appeals and has also represented clients in zoning and condemnation cases in the United States District Courts for the Northern and Middle Districts of Georgia and the Eleventh Circuit Court of Appeals. Since April of 2005, Bowen has had the privilege of serving as the City Attorney of Mountain Park, Georgia. He is currently the Solicitor of Bartow County, Georgia. He has assisted a number of local governments throughout Georgia in crafting and adopting effective land use regulations. Bowen regularly speaks at continuing education seminars for the Georgia Bar and other professional organizations on the topic of local government land use regulation.
Robert Walker is a partner at Jenkins & Bowen, P.C., Walker has vast experience in the areas of insurance defense and personal injury. He has represented individuals as both plaintiffs and defendants, as well as insurance companies across the state in actions involving serious personal injuries. Walker has also represented various cities, counties, businesses, neighborhood associations, citizen groups and individuals in state and federal courts in Georgia in the areas of condemnation, zoning, land use, environmental, and local government law. In addition, Walker has represented numerous individuals and businesses in litigation involving disputes over contracts, loan agreements, wrongful foreclosure and individual property rights. He is a graduate of Mercer University's Walter F. George School of Law, a magna cum laude graduate of the University of Georgia, and an honors graduate of Abraham Baldwin College.
Walker has also lectured on a number of insurance, local government and legal topics for the Georgia Institute of Continuing Legal Education, the University of Georgia's Carl Vinson Institute of Government, the Atlanta Regional Commission and various industry groups and private clients. He is a graduate of the State Bar of Georgia's Leadership Academy and has been named as a "Who's Who in American Law". Walker has been a member of a number of committees with the State Bar of Georgia Young Lawyers Division, including Legislative Affairs, Real Estate and Litigation. Walker is also an active member of his community, serving as a member of the Rotary Club of Bartow County, a regular judge/evaluator for the State Bar of Georgia's High School Mock Trial Program, and is actively involved in the Cartersville-Bartow County Chamber of Commerce, serving on the Small Business Council and Cookout Committee.
Paul Frickey’s practice has focused on real estate and land use litigation with particular emphasis on zoning and sign ordinances since 1998. His practice has also included annexation, premises liability, elections, commercial litigation, and quiet title actions. Recently, Mr. Frickey has primarily represented local governments, including numerous cities and counties across the state of Georgia. He speaks regularly at Continuing Legal Education seminars on topics including zoning, sign ordinances, and road and access law. Mr. Frickey received his undergraduate degree from the University of California, Berkeley with a major in Economics and Minor in Business Administration. He graduated at the top of his class while obtaining his Master of Business Administration from Northeastern University. Mr. Frickey received his Juris Doctor from the University of California, Hastings College of the Law, where he was an Associate Editor of the Hastings Law Journal. During law school, he received the American Jurisprudence Award for Corporations and was Magister of the Phi Delta Phi honor fraternity. Mr. Frickey is a member of the State Bar of Georgia and is admitted to practice in all state and superior courts in Georgia, the Georgia Court of Appeals, the Georgia Supreme Court, the Northern District of Georgia and Middle District of Georgia federal district courts, and the Eleventh Circuit Federal Court of Appeals.
Andrew (Andy) J. Welch, III, was born in Atlanta, Georgia and raised in McDonough. He graduated from Presbyterian College in 1994 where he received a Bachelor of Science with honors in biology. After college, Mr. Welch served as a U.S. Peace Corps Volunteer in Ghana, West Africa.
In 1997, Mr. Welch entered Vermont Law School. He also held a summer internship with the Natural Resources Defense Council in Washington, D.C. Mr. Welch served as Editor-in-Chief of the school’s online environmental law journal and received academic honors for his performance in the school’s moot court competition. Mr. Welch graduated from Vermont Law School with a Juris Doctor and Masters of Studies in Environmental Law.
After law school, Mr. Welch clerked for the U.S. Magistrate Judges for the Northern District of New York. Thereafter, Mr. Welch practiced with Devorsetz Stinziano Gilberti Heintz & Smith in Syracuse, New York where his practice primarily focused on zoning and land use law.
Jeff Haymore’s career advising elected officials and planning staff on land use matters makes him uniquely equipped to advise private practice clients. He can anticipate local government objections and concerns while leveraging his experience to create a successful strategy for obtaining land use entitlement for developers, owners, and other real estate professionals.
Jeff focuses his practice on litigating real estate and zoning matters, navigating the highly regulated environment governing land use and development and resolving matters on behalf of property owners, builders and developers across Georgia.
Jeff has litigated zoning and land use matters at the state, federal and appellate level courts for more than 13 years. Clients benefit from his collaborative and solution-oriented approach to real estate issues. His extensive experience enables him to analyze complex legal matters from unique perspectives to reach the best outcome in every situation.
Prior to DIllard Sellers, Jeff was with Pursley Friese Torgrimson and served as an attorney for the City of Atlanta. During his tenure he litigated zoning matters for many of Atlanta’s landmark developments and a range of real estate and land use matters including annexation, building permits, code enforcement, comprehensive planning, condemnation and sign ordinances. His relationships with elected officials, city staff and the community and reputation as a problem solver allows him to successfully advocate and negotiate on behalf of his clients.
Jeff earned his law degree from Georgia State University School of Law and his bachelor’s degree from Brigham Young University. He also holds a master’s degree in city and regional planning from Georgia Institute of Technology.
