Rachel has more than a decade of experience spanning the intersection of healthcare policy, law, and compliance and holds the Certified in Healthcare Compliance (CHC) designation.  Having served as General Counsel for two state healthcare agencies and Chief Compliance Officer of the Southeast’s largest pediatric hospital system, Rachel understands the complex legal landscape of the healthcare industry and is uniquely positioned to counsel clients on a multitude of legal, regulatory, and operational matters.

As General Counsel of the Georgia Department of Community Health, Rachel played a pivotal role in providing advice and counsel on proposed healthcare legislation, policies, and regulations related to a variety of matters including Medicaid, state health benefit plans, pharmacy services, fraud, waste, and abuse in federal programs, health planning, facility licensure, and emergency management. She also worked closely with state agencies and the Attorney General’s office reviewing litigation matters, engaging in negotiations, and developing legal strategies.
During her tenure as Executive Director of the Department’s Office of Health Planning, Rachel oversaw the administration and operation of the state Certificate of Need (CON) program, provided guidance on the impact of proposed legislation, issued CON decisions, vetted policy, and engaged with healthcare providers, suppliers, and their attorneys regarding regulatory compliance matters.

As General Counsel of the Georgia Department of Human Services, Rachel provided legal and compliance advice on matters ranging from child and elder welfare to member enrollment in federal programs.
Most recently, during her tenure as Chief Compliance Officer of Children’s Healthcare of Atlanta, Inc., Rachel led a team partnering with legal and operational teams to enhance compliance and internal audit policies and practices.

Rachel understands first-hand that the unique challenges healthcare clients face demand tailored legal solutions. Her collaborative business-minded approach enables her to work closely with clients to identify their specific needs and develop strategies that meet legal requirements and foster long- term growth and success. Scott Grubman is a partner with the law firm of Chilivis Grubman in Atlanta,
Georgia, where he focuses his practice primarily on healthcare fraud and abuse matters, white collar criminal defense, and False Claims Act litigation. Prior to joining private practice, Scott served as both a Trial Attorney for the Department of Justice in Washington, DC, and as an Assistant U.S. Attorney in Savannah, Georgia. As an AUSA, Scott investigated and prosecuted healthcare fraud matters on behalf of the United States.

In addition to his practice, Scott serves as an adjunct professor of law at both Georgia State University and Emory University law schools, where he teaches courses on healthcare fraud and abuse and white-collar crime. He also speaks regularly at industry conferences nationwide, and has written numerous scholarly articles for national publications.

Aaron is a partner and chair of the Government Investigations practice and member of the Hospitals & Health Systems industry team at Arnall Golden Gregory LLP.  He represents individuals and companies in white-collar criminal defense and business and intellectual property litigation.  He also represents healthcare providers and government contractors in False Claims Act cases. Previously, Aaron was an Assistant United States Attorney in the U.S. Attorney’s Office for the Northern District of Georgia. As a federal prosecutor, he investigated and prosecuted both domestic and international white-collar criminal fraud cases. Prior to becoming a lawyer, Aaron was a public-school teacher in Louisiana, where he also coached a state-championship high school wrestling team.  He is a graduate of Harvard University and Georgetown University Law Center.

M.J. Blakely, Jr. is a Georgia native. He attended Oxford College and Emory College of Emory University, where he obtained his Bachelor of Arts in 2002. M.J. earned a Juris Doctorate from the University of Georgia School of Law in 2006.

Immediately after law school, M.J. began pursuing his passion for helping individuals and their families address tragedy by developing a specialty in catastrophic personal injury, wrongful death, product liability, and civil rights litigation.  M.J. broadened his practice to include mass torts, class actions and other complex litigation, which has expanded his ability to obtain justice for those harmed by defective products and consumer fraud.  

M.J. has worked at the most preeminent law firms in the nation, where he gained invaluable experience as a litigator and trial lawyer.  He has had the pleasure of representing and providing legal counsel to large corporations and small businesses, as well as individuals and their families.  M.J. founded The Blakely Firm in 2023 with a mission to offer the highest quality legal support, more personalized service to his clients, and a commitment to improving and supporting our community.
