Aaron is a partner and chair of the Government Investigations practice and member of the Hospitals & Health Systems industry team at Arnall Golden Gregory LLP. He represents individuals and companies in white-collar criminal defense and business and intellectual property litigation. He also represents healthcare providers and government contractors in False Claims Act cases. Previously, Aaron was an Assistant United States Attorney in the U.S. Attorney’s Office for the Northern District of Georgia. As a federal prosecutor, he investigated and prosecuted both domestic and international white-collar criminal fraud cases. Prior to becoming a lawyer, Aaron was a public-school teacher in Louisiana, where he also coached a state-championship high school wrestling team. He is a graduate of Harvard University and Georgetown University Law Center.
Daniel Felz is a partner in Alston & Bird’s Privacy, Cyber, AI, and Data Strategies group. He serves as lead privacy, cyber, and AI counsel for national and global brands. Dan represents companies across the various verticals within the healthcare industry, providing regulatory and litigation defense, product advising, and support on commercial and M&A transactions. Dan began his career abroad as an assistant professor of law at a German law school, where he cut his teeth on privacy, cyber, and tech law. Upon returning to the US, he initially worked as a commercial litigator, managing high-stakes cross-border cases in federal and state court. Dan’s practice blends these experiences into a comprehensive approach that provides actionable, globally-usable answers to complex questions while protecting against the unique risks the healthcare sector faces.
Valerie serves as a Principal on the Firm’s Compliance Advisory Services team, specializing in physician coding, reimbursement, and regulatory compliance. With more than 20 years of experience in healthcare consulting, Valerie has assisted numerous clients with hospital-employed physician compliance and audit program development physician and laboratory compliance program advisory support, statistically valid sample-based refunds, physician and non-physician practitioner compliance, Medicare and Medicaid regulatory compliance and reimbursement methodologies, practice establishments, and practice operational consultations.
Valerie holds a Bachelor of Arts in Biology from the University of North Carolina at Greensboro. Also, she is Certified in Healthcare Compliance (CHC), HCCA and is certified through the American Academy of Professional Coders as a Certified Professional Coder (CPC).
Lynn M. Adam founded Adam Law LLC to advise healthcare providers and other organizations on compliance matters, fraud and abuse regulations, internal investigations, subpoena response, privileged audits, and overpayment inquiries. Adam Law is also proud to represent whistleblowers, including many healthcare professionals, in qui tam actions under the False Claims Act. Ms. Adam also serves as an expert witness and speaks and writes on topics involving False Claims Act litigation and healthcare compliance.
Ms. Adam is a past Chair of the Health Law Section for the State Bar of Georgia and a past Co-Chair of the Military Legal Assistance Program for the State Bar of Georgia, where she advocated for veterans court legislation that was signed into Georgia law in 2014. Before forming her firm, Ms. Adam gained significant experience in healthcare litigation with preeminent law firms in Atlanta and served as an Assistant U.S. Attorney for the U.S. Attorney’s Office in the Northern District of Georgia. She graduated with high honors from the George Washington University Law School where she served as Managing Editor of The George Washington Law Review. Ms. Adam is a veteran of the United States Navy.
Anthony DeCinque is the Deputy Civil Chief for the U.S. Attorney's Office, Northern District of Georgia. He works in the Affirmative Civil Enforcement division, primarily pursuing cases on behalf of the government under the False Claims Act. He has recovered more than $40 million in restitution for the the United States. In 2023, Anthony was the successful lead counsel in the first False Claims Act case ever tried to verdict in the state of Georgia.
Anthony graduated from Georgia Tech with a degree in Chemical Engineering before attending NYU Law. He clerked for the U.S. Court of Appeals for the Third Circuit and then worked for several years at a prestigious New York law firm before returning to Atlanta. He joined the U.S. Attorney’s office in 2018.
Scott Grubman is a partner with the law firm of Chilivis Grubman in Atlanta,
Georgia, where he focuses his practice primarily on healthcare fraud and abuse matters, white collar criminal defense, and False Claims Act litigation. Prior to joining private practice, Scott served as both a Trial Attorney for the Department of Justice in Washington, DC, and as an Assistant U.S. Attorney in Savannah, Georgia. As an AUSA, Scott investigated and prosecuted healthcare fraud matters on behalf of the United States.
In addition to his practice, Scott serves as an adjunct professor of law at both Georgia State University and Emory University law schools, where he teaches courses on healthcare fraud and abuse and white-collar crime. He also speaks regularly at industry conferences nationwide, and has written numerous scholarly articles for national publications.
Former Justice Keith R. Blackwell is senior counsel with Alston & Bird LLP in Atlanta, where he represents clients in high-stakes litigation and appeals. He previously served as an Associate Justice of the Supreme Court of Georgia and a Judge of the Court of Appeals of Georgia. He clerked for Judge J.L. Edmondson of the United States Court of Appeals for the Eleventh Circuit and is a graduate of the University of Georgia School of Law. Born and raised in Cherokee County, he and his family now live in Cobb County.
Raj Shah is the Global Head of Public Sector & Healthcare Compliance at McKinsey & Company. He is responsible for developing and executing the strategic vision for McKinsey's Global Ethics and Compliance Program, leading efforts to identify and mitigate compliance risk and further embed the company's values. Raj leads a large and growing global team of compliance professionals who guide McKinsey's 10,000 colleagues who interact with public sector and healthcare clients to lead with integrity.
Prior to joining McKinsey, Raj was Managing Counsel of Advice at MagMutual Insurance Company and had responsibility for leading risk management education and corporate compliance training to MagMutual's 30,000 physician policyholders focusing on regulatory compliance, cybersecurity compliance, employment law and fiduciary liability matters. Prior to MagMutual, Raj was in private practice for nearly a decade where he counseled U.S. healthcare providers on a wide range of regulatory and compliance matters.He served as chair of the YLD State Bar of Georgia Ethics & Professionalism Committee and on the Chief Justice’s Commission on Professionalism.
Raj is a Certified Compliance and Ethics Professional (CCEP) and holds specialty certifications in Healthcare Compliance (CHC), Healthcare Privacy Compliance (CHPC), Healthcare Research Compliance (CHRC), and Information Privacy Professional (CIPP). He has published over 100 articles on healthcare compliance and regularly presents at conferences on best practices in healthcare compliance. He has been recognized as a "Rising Star" by Super Lawyers magazine, a "Legal Elite" by Georgia Trend magazine, as well as Daily Report's "On the Rise."
He is a graduate of LEAD Atlanta, Leadership Georgia, Atlanta Regional Commission Regional Leadership Institute and serves on the Board of the Piedmont Park Conservancy.
Raj is a proud "triple dawg" and obtained his undergraduate, masters, and law degree from the University of Georgia.
Dr. Anjali Deshmukh is an Assistant Professor of Law at Georgia State University College of Law and a board-certified pediatrician. Her interdisciplinary research and teaching focuses on the impact of pharmaceutical law and regulatory policies on patient health outcomes, particularly for children. She draws on quantitative empirical methods in addition to normative and doctrinal analysis to understand judicial review and regulation of evolving technologies, including cell and gene therapies, regenerative medicine, and AI. Her research has or will appear in Cardozo Law Review, Boston University Law Review, Tennessee Law Review, Health Affairs, and Journal of Law Medicine and Ethics amongst others. In 2023, she was recognized by the American Society for Law, Medicine, and Ethics as a Health Law Scholar.
Before joining Georgia State University College of Law, she was a fellow at the Program on Regulation Therapeutics and the Law at Brigham and Woman’s Hospital, a pharmaceutical litigation associate at Wilson Sonsini Goodrich and Rosatti, and extern to the Hon. Lucy H. Koh. She holds a J.D. from Stanford Law School, M.D. from Vanderbilt School of Medicine and A.B. from Dartmouth College.
Tracy Field brings the experience of her work as a provider to her practice as a health industry attorney. With a background in clinical genetics and endocrinology, Tracy is conversant with the challenges and opportunities facing her clients. Her work is centered on advising healthcare companies on the myriad of regulatory and operational issues they face. Her background and knowledge of the industry enable her to provide strategic, actionable advice to her clients.
A former chief compliance officer for a large health system, Tracy is familiar with the regulatory and reimbursement challenges her clients face. Jeremy Betts is an experienced attorney with almost 20 years of legislative and regulatory experience. He currently serves as the Executive Counsel to the Georgia Commissioner of Insurance and Safety-Fire. In this role, he provides legal counsel to the Commissioner and the Department on a wide range of legal issues, including insurance regulation and fire protection and safety regulations.
Before serving as the Executive Counsel, Jeremy worked as an attorney within the Enforcement Division of the OCI. Prior to his work with the OCI, he represented clients at various levels of government, primarily in the health insurance field. Jeremy began his career as a Policy Analyst in the Georgia General Assembly in 2005. Jeremy attended Georgia State University for both his undergraduate and law degrees.
Bob Brennan is who you wa omes calling. A former federal prosecutor, Bob's work is info compliance. He is known for his pragmatic, client-centric approach to the defense of civil and criminal investigations including False Claims Act matters, compliance counseling regarding potential exposure under the False Claims Act statute, the Anti-kickback statute, and the Stark law and complex civil litigation.
Much of Bob's practice is devoted to representing healthcare providers and other highly-regulated businesses, as well as those who work in such businesses. He has successfully represented businesses and corporate executives in enforcement matters, white collar crime cases, and a variety of attendant civil litigation matters. Bob also regularly counsels clients on regulatory compliance, represents clients in False Claims Act investigations and grand jury proceedings, and conducts internal investigations on behalf of clients concerned about potential regulatory or criminal exposure.

Keri Conley is the Chief Health Policy Officer for the Georgia Hospital Association (GHA). Ms. Conley graduated from the University of Florida in 1997 with a B.S. degree in Exercise and Sport Science. She received a Master’s Degree in Physical Therapy with Honors from the University of St. Augustine in 2000 and was a practicing physical therapist before returning to the University of Georgia, School of Law where she received her law degree with Honors in 2005.
In her role at GHA, Ms. Conley leads the association’s health policy development and advocates on behalf of hospital members at all levels and branches of state and federal government, conducts regular meetings of hospital professionals, and acts as a resource and liaison for hospital members on state and federal regulatory matters as well as Medicare and Medicaid compliance issues. She is a past chair of the State Bar of Georgia’s Health Law Section and a member of the Georgia Academy of Healthcare Attorneys (GAHA) and the American Health Lawyers Association (AHLA).
Brent was born and raised in Valdosta, Georgia. He attended the University of Georgia where he received his B.S. in Microbiology and the Cumberland School of Law at Samford University where he earned his J.D. and a certificate in trial advocacy. At Cumberland, he also served as a research fellow at the Cumberland Center for Biotechnology, Law and Ethics.
Brent has practiced law since 2007 and brings a wide variety of experience to the MAG General Counsel role. He began his legal career as a plaintiff's attorney in Birmingham, Alabama with specialties in complex litigation and medical malpractice. Subsequently, Brent moved to Atlanta and joined a large defense firm working on professional malpractice defense including medical malpractice cases. In 2014, he founded his own firm and devoted the last decade to serving small businesses, startups and entrepreneurs as outside general counsel. A significant part of his practice was dedicated to serving physicians, healthcare providers, and companies related to healthcare. Brent also developed significant expertise in the cannabis industry and was one of the first attorneys in the State of Georgia to focus on serving the commercial cannabis and industrial hemp industries. Brent joined the Medical Association of Georgia as General Counsel in 2023.
Rachel has more than a decade of experience spanning the intersection of healthcare policy, law, and compliance and holds the Certified in Healthcare Compliance (CHC) designation. Having served as General Counsel for two state healthcare agencies and Chief Compliance Officer of the Southeast’s largest pediatric hospital system, Rachel understands the complex legal landscape of the healthcare industry and is uniquely positioned to counsel clients on a multitude of legal, regulatory, and operational matters.
As General Counsel of the Georgia Department of Community Health, Rachel played a pivotal role in providing advice and counsel on proposed healthcare legislation, policies, and regulations related to a variety of matters including Medicaid, state health benefit plans, pharmacy services, fraud, waste, and abuse in federal programs, health planning, facility licensure, and emergency management. She also worked closely with state agencies and the Attorney General’s office reviewing litigation matters, engaging in negotiations, and developing legal strategies.
During her tenure as Executive Director of the Department’s Office of Health Planning, Rachel oversaw the administration and operation of the state Certificate of Need (CON) program, provided guidance on the impact of proposed legislation, issued CON decisions, vetted policy, and engaged with healthcare providers, suppliers, and their attorneys regarding regulatory compliance matters.
As General Counsel of the Georgia Department of Human Services, Rachel provided legal and compliance advice on matters ranging from child and elder welfare to member enrollment in federal programs.
Most recently, during her tenure as Chief Compliance Officer of Children’s Healthcare of Atlanta, Inc., Rachel led a team partnering with legal and operational teams to enhance compliance and internal audit policies and practices.
