Rusi Patel is General Counsel with the Georgia Municipal Association where, in addition to providing legal advice to the Association, he conducts trainings and prepares publications on various topics important to cities, helps Georgia city officials and city attorneys navigate Georgia laws, and provides legal support to the Association’s lobbying staff at the Georgia State Capitol every legislative session. Through his work at the Georgia Legislature he has worked extensively with legislators, state agencies, and non-profit groups in Georgia.

In 2012 he was awarded the Daniel J. Curtin Young Public Lawyer Award by the International Municipal Lawyers Association (IMLA) and in 2019 he was awarded the Outstanding State League Counsel Award from IMLA. He was appointed as the GMA General Counsel in 2019 after previously serving as the Senior Associate General Counsel. Prior to working with the Georgia Municipal Association, he was the Assistant City Attorney and City Solicitor in Brunswick, Georgia.

He received his undergraduate degree from the University of Georgia with honors in English and History and his law degree from the University of Georgia School of Law. He currently resides with his wife Monisa Chakraborty and sons Rali and Kainoa Patel in Atlanta.

Andrew (Andy) J. Welch, III, was born in Atlanta, Georgia and raised in McDonough. He graduated from Presbyterian College in 1994 where he received a Bachelor of Science with honors in biology. After college, Mr. Welch served as a U.S. Peace Corps Volunteer in Ghana, West Africa.

In 1997, Mr. Welch entered Vermont Law School. He also held a summer internship with the Natural Resources Defense Council in Washington, D.C. Mr. Welch served as Editor-in-Chief of the school’s online environmental law journal and received academic honors for his performance in the school’s moot court competition. Mr. Welch graduated from Vermont Law School with a Juris Doctor and Masters of Studies in Environmental Law.

After law school, Mr. Welch clerked for the U.S. Magistrate Judges for the Northern District of New York. Thereafter, Mr. Welch practiced with Devorsetz Stinziano Gilberti Heintz & Smith in Syracuse, New York where his practice primarily focused on zoning and land use law.

Shauna R. Billingsley is the City Attorney for the City of Franklin, and she has served in that capacity since her appointment in February 2010. Mrs. Billingsley has worked for the City since 2007 when she was hired as Assistant City Attorney, and she served in the capacity of Interim City Attorney from January 2008 until her appointment to City Attorney. She previously worked for the State of Tennessee Department of Commerce and Insurance, and prior to that she practiced law in the Dallas/Fort Worth area, focusing primarily on business litigation and family law issues. She is a native of Johnson City, Tennessee, and graduated from Texas A&M Law School in May 2003. Mrs. Billingsley is licensed to practice law in both Tennessee and Texas. She is a member of the Tennessee Bar Association (where she serves on the House of Delegates as Speaker of the House as well as other committees), Texas Bar Association, American Bar Association, Williamson County Bar Association (where she served as President), Nashville Bar Association, Tennessee Municipal Attorney Association, and the International Municipal Lawyers Association (where she serves as a Board member). She is a fellow with the International Municipal Attorneys Association, American Bar Association, Tennessee Bar Association, and Tennessee Bar Association Young Lawyers. She is an alumnus of the Tennessee Bar Association Leadership Law and Young Lawyers Board. Mrs. Billingsley frequently presents at conferences and seminars on municipal law matters.

 

Mrs. Billingsley is an active member of the Franklin Rotary at Breakfast (where she served as President) and she is an alumnus of Leadership Franklin. Mrs. Billingsley has serves or has served on numerous community boards including Waves, Inc. and Feed America First, Nashville Children’s Theatre, Breast Cancer Recovery in Action, and Centennial High School Parent Teacher Association (VP).

 

Mrs. Billingsley spends her free time with her husband, Sam, and her two children, Claire and Luke.


Eric Stuckey's Profile

Eric Stuckey has served as City Administrator for the City of Franklin since January 1, 2009. As the City’s top administrative official, Mr. Stuckey oversees day-to-day operations and works with the Board of Mayor and Aldermen (BOMA) to chart the strategic direction of the City. Since joining the City of Franklin, Mr. Stuckey has worked closely with the Board to adopt wide-ranging financial policies that have helped the City obtain the highest possible bond ratings (triple-A) from both Moody’s and Standard & Poor’s. His efforts have also focused on providing long term planning for the organization and community, responsive local government, and cost-effective service delivery. In recent years, the City of Franklin has received numerous awards including All America City recognition in 2020 by the National Civic League (the first Tennessee City to receive this prestigious recognition since the 1990’s). Franklin is consistently rated as one of the best places to live in America by publications such as USA Today, Fortune Magazine, Money Magazine, and Livability.

Eric’s 30-year public service career has included service as Assistant County Administrator for Hamilton County, Ohio (Cincinnati, Ohio), Assistant City Manager and Budget Director for the City of Elgin, Illinois and service in the City of Dayton, Ohio’s Office of Management and Budget. Mr. Stuckey is a cum laude graduate of Miami University (Ohio) with a Bachelor of Science degree in Business Administration. Eric also earned a Master of Public Administration degree with honors from the University of Kansas. Eric is active in his profession having served as President of the Tennessee City Management Association (2019-2020) and is currently a Vice President representing the Southeastern United States on the International City/County Management Association (ICMA) Executive Board. Eric was named City Manager of the Year by the Tennessee City Management Association in 2023. Eric is also active in the community working in various service and leadership positions including the United Way of Greater Nashville Executive Board and the Williamson County Convention and Visitors Bureau Board of Directors.

Eric and his wife, Lisa, have been married for 35 years. Lisa serves as a Literacy coach at Sunset Middle School in Williamson County and was recognized as Williamson County Middle School Teacher of the Year in 2018. Lisa and Eric have two children who both graduated from Franklin High School. Beth, a graduate of Ohio State University and Belmont University (Doctorate), is an Occupational Therapist living in Spring Hill, TN. Scott is an Emergency Medicine Resident Physician at Ohio State University.

Outside of his work life, Eric enjoys sports, exercise, reading, and travel.  Eric summited Mount Kilimanjaro with his brothers, Kent and Doug, a few years.  He also claimed the mirror ball trophy from the Nashville Dancing with the Stars competition (a fund raising, ballroom dancing competition benefitting Feed America First).

Michael Walters Young is a native Kansan who has over a quarter century experience in local government in Kansas, Massachusetts and Tennessee. He possesses a Master Degree in Public Administration from the School of Public Affairs and Administration at the University of Kansas. An award-winning city budget and finance expert, he currently serves as a member of the City of Franklin, Tennessee’s Leadership Team as the Chief Budget & Performance Officer. He also spearheads a statewide performance measurement collaborative – The Benchmarking Alliance of Tennessee – for Tennessee municipalities. He is active in many professional associations, currently serving ICMA (as a Welcome Ambassador), TCMA (Co-Chair of the Membership  Committee), GFOA (serving as a Distinguished Budget Presentation Award reviewer), TGFOA, Kansas University City Manager and Trainees (KUCIMAT) (serving as a Board Member), and as an adjunct faculty member and recently served as Co-Practioner-In Residence for the MPA Class of 2022 – both at his alma mater of KU. In 2023 he was named the inaugural winner of the of the KUCIMAT Career Mentoring Award. In his spare time, he serves as Treasurer of St. Paul’s Episcopal Church, Franklin, cooks for his brilliant wife, Dr. Laine Walters Young, and tries to keep up with his rambunctious First Grader, Theodore.

Ryan Bowersox is the Assistant General Counsel for the Georgia Municipal Association working on behalf of GMA and Georgia’s 536 cities. Ryan previously served as a Governmental Relations Associate for GMA where he advocated in the interest of Georgia’s cities at the state level. Prior to joining the GMA, Ryan worked for the Georgia State Senate Research Office as a Senior Policy Analyst where he assisted and advised in the passage of legislation relating to taxation, economic development, and banking law.

Donna Coleman-Stribling was first elected in 2016 and then again re-elected in 2020. She leads an office of more than 100 staff members and is responsible for handling more than 13,000 misdemeanor cases including domestic violence cases, DUI cases, stalking, and petty theft matters. In addition, her office handles more than 150,000 ordinance and traffic violations annually.

Prior to serving as the Solicitor-General, she served the citizens of DeKalb County as the Deputy Chief Assistant District Attorney over the Crimes Against Children Unit, where she managed more than 400 cases annually. She has also practiced in the civil arena. In 2005, She was a partner at Johnson, Coleman and Stephenson, LLC., and then later the principal in the Coleman-Stribling Law Group, where she represented clients in a variety of civil and criminal matters. In addition to her extensive trial and management experience, Solicitor-General Coleman-Stribling has substantial training experience. This veteran prosecutor has been selected as a speaker for numerous seminars ranging from the prosecution of child abuse cases to effective trial techniques where she has presented to lawyers, law enforcement,and other professionals. She has also served as an adjunct professor at Emory University School of Law and Southern Polytechnic State University, where she taught litigation techniques and business law courses.

While Solicitor Coleman-Stribling is an accomplished attorney, she remains committed to bridging the legal and local communities. In 2019 she was appointed to the State Bar of Georgia’s Board of Governors for the Stone Mountain Circuit and continuously serves on the State Bar of Georgia’s Committee to Promote Inclusion in the Profession. Under the leadership of Solicitor Coleman-Stribling, the office focuses on pursuing justice by being victim-centered and community oriented.With this mission in mind, she created Dancing with the DeKalb Stars, A Domestic Violence Awareness Fundraiser and Resource Expo,to educate the community about domestic violence and provide resources to domestic violence survivors. Since its inception, Dancing with the DeKalb Stars has raised over $100,000 for victims of domestic violence.

Solicitor Coleman-Stribling received her undergraduate degree from Xavier University of Louisiana and earned her Juris Doctorate from Emory University School of Law. She credits her father, Dr. Thomas Coleman, a retired State Executive with sparking her interest in government and law. She is married to David Stribling and together they have 3 children Daphnie, Daniel, and Dylan.

Terry Grandison is an attorney with over twenty-five years of trial, litigation, transactional, and legislative experience. He is a zealous advocate who brings a wealth of experience and exceptional insight into the practice of law. Mr. Grandison earned his Juris Doctorate Degree from the Mercer University School of Law, where he was a Patricia Roberts Harris Fellow. He received his Bachelor of Arts in Political Science from the University of South Alabama.

Mr. Grandison serves as Deputy Chief for the Quality-of-Life Unit in the Office of the DeKalb County Solicitor-General. In this position, he prosecutes all cases involving code violations, blight, nuisance, and other issues that may plague a community or business in DeKalb County.

Prior to his work in DeKalb, Mr. Grandison served as an Assistant County Attorney in the Fulton County Attorney’s Office for eleven years. In this role, Mr. Grandison represented Fulton County Government departments in a variety of subject matter areas, including real estate purchase and land acquisition, personal injury, drafting of complex ground leases and contracts, drafting of resolutions and ordinances, personnel administrative hearings, arbitrations, and Section 1983 litigation. 

While with Fulton County Government, Mr. Grandison was involved in all phases of litigation, trial, and appellate practice in state and federal courts. He has also served as lead counsel to obtain successful defense verdicts in the areas of constitutional law, personal injury, personnel, and employment law. Further, he served as in-house counsel to the Fulton County Department of Real Estate and Asset Management, Fulton County Airport (Charlie Brown Airport), and Fulton County/City of Atlanta Land Bank Authority. Mr. Grandison was selected as a member of the Urban Land Institute Center for Leadership Class of 2017.

Before working with the Fulton County Attorney’s Office, Mr. Grandison worked as Assistant City Attorney in the City of Atlanta’s Department of Law. Mr. Grandison is also a veteran of the United States Navy

In his free time, Mr. Grandison is actively involved in his church ministry and spends time with his family.

Terry Phillips is a Deputy County Attorney for the DeKalb County Law Department where he helps manage the office of over 30 staff members.  He provides advice and counsel to County officials, boards and departments, including the Chief Executive Officer, Board of Commissioners, Board of Registration and Elections, Public Safety, Public Works, Human Resources, Finance, Purchasing and Contracting, and Public Information Office.  Highlights of his practice include supervising in-rem litigation, the elections team, the County’s response to the coronavirus pandemic, and intergovernmental relations and contracting with federal and state agencies, as well as local municipalities, SPLOST and E-HOST, media relations, and compliance with open records and open meeting requirements. 

Mr. Phillips has practiced law in Georgia since 1995 and represented DeKalb County since 1998, including serving as Judge Pro Hac Vice, staff attorney for the Police Department, and Assistant Director of Purchasing, Contracting, and Legal Affairs.  He is a proud graduate of Southwest DeKalb High School and Howard University.  He studied Constitutional Interpretation under United States Supreme Court Justice Harry Blackmun at the Universite D’Aix-Marseille, Faculte de Droit, in Aix-en-Provence, France and earned the degree of Juris Doctor from Louisiana State University, where he was appointed to Wex S. Malone American Inn of Court for his outstanding performance in trial advocacy.  He has earned certification as a Certified Public Purchasing Officer by the National Institute of Government Procurement and a Certified Contract Compliance Officer from the American Contract Compliance Association.  His associations include serving as President of both the DeKalb Bar Association and DeKalb Lawyers Association, a State Bar of Georgia Unlicensed Practice of Law District 4 Committee Member, and Leadership DeKalb.
