Biography of William C. Head
DUI lawyer GA William C. Head is a criminal defense attorney in Atlanta GA and personal injury lawyer with over 48 years of litigation experience. The Atlanta DUI attorney has authored or co-authored over a dozen drunk driving books and is a Board-Certified DUI lawyer by NCDD.com.

The book was the first of its kind to inform accused drunk drivers of their legal rights and explain how to beat a DUI in Court. In 1994, Mr. Head sponsored America's very first NHTSA standardized field sobriety test training course, for which criminal defense attorneys could attend and get certified, just like law enforcement officers get trained. Each attendee received a certificate for having completed the training and passing the final exam, just like police officers receive.
Over the next 5 years, training to be NHTSA instructors took place in Atlanta, and Mr. Head and Partner Larry Kohn were certified as Instructors in 1999. Using the October 1994 inaugural Mastering Scientific Evidence in DUI-DWI Cases seminar in Atlanta to gather top DWI-DWI attorneys, Georgia DUI attorney Bubba Head helped organize and later launch the National College for DUI Defense with the late Larry Taylor (CA), Don Nichols (MN), the late Reese Joye (SC), Vic Carmody, Flem Whited and several others.

Cory E. Yager is a partner at the Law Firm of Kohn & Yager, LLC. Mr. Yager is a former law enforcement officer and previously served with the Cobb County Police Department and City of Roswell, Georgia Police Departments. Christine Koehler is one of Georgia's premier trial attorneys. Lawrence A. “Larry” Kohn has over 25 years experience as a criminal defense attorney in Georgia. He received his undergraduate degree from Emory University. After working in the securities industry he went back to Georgia State Law School. Despite working over forty hours a week for his current partner, William Head, Larry graduated magna cum laude while simultaneously working at Mr. Head’s law firm. Larry was ranked seventh in his law school class of over 200 students. Along with his law partners, Larry is an author of the Georgia DUI Trial Practice Manual, the authoritative guide to DUI Practice in Georgia, used by Prosecutors, Judges, and Lawyers. He is a regular speaker to other attorneys at statewide programs on DUI issues. He has chaired several statewide DUI trial programs for Judges, Prosecutors, and Defense Lawyers. He is an NHTSA-certified instructor to train law enforcement on field sobriety tests. He has tried to verdict a multitude of cases from speeding tickets, to DUI cases, to Vehicular Homicide Cases, to Sex Cases.
Charles Auslander has served as a judge in the State Court of Athens-Clarke County since 2011. He presides over the Athens DUI treatment court. He also served as a judge in the Magistrate Court for 9 years. He earned his undergraduate and law degrees from the University of Georgia.
Sarah is an Assistant Public Defender II in the State Court Division of the Fulton County Public Defender’s Office. She has represented hundreds of indigent clients facing DUI-related charges during her seven years of practice. She approaches each case with an unflinching recognition of the systemic inequities pervasive throughout the criminal justice system. Sarah is passionate about demystifying DUI investigations amongst her colleagues and debunking pseudoscience with Daubert litigation in court. Sarah is NHTSA and ARIDE certified. Sarah earned a B.A. in Anthropology and Environmental Studies from Emory University in 2010, and a J.D. in Native American Law from the University of New Mexico in 2015. Sarah, her boyfriend, and their dog return to the Southwest each autumn to hike amongst Anasazi ruins. Sarah also enjoys crocheting, playing guitar, and learning Portuguese.
Paula Frederick is General Counsel for the State Bar of Georgia, a unified bar organization with 54,000 members. As general counsel, Frederick is responsible for interpreting the ethics rules for lawyers, prosecuting lawyer discipline cases, and providing legal advice to the officers and directors of the organization. She has served in the Office of the General Counsel for 35 years, and was Deputy General Counsel for Discipline before assuming the General Counsel role.
Frederick is a 1982 graduate of the Vanderbilt University School of Law and a 1979 graduate of Duke University. Prior to joining the Office of the General Counsel, she spent six years as a staff attorney with the Atlanta Legal Aid Society handling civil legal matters for low-income people.
Frederick is a past president of the Atlanta Bar Association and the Georgia Association of Black Women Attorneys. She is also an active member of the American Bar Association, where she is chair of the Center for Professional Responsibility. In the past she has served the ABA as chair of its Standing Committee on Ethics and Professional Responsibility, chair of the Standing Committee on Lawyer Regulation, as a member of the Board of Governors, and as chair of the Center for Racial and Ethnic Diversity.
Pamela “Pam” Bettis is serving her second term as Solicitor General of Henry County. She was appointed by the Honorable Governor Nathan Deal in 2018 and elected in 2020.
As Solicitor General, Pam led the Solicitor’s Office through COVID-19 lockdowns, technology hacks, state-wide Prosecutor shortages and a changing judicial bench. Bolstered by the best staff of legal assistants, victim advocates, investigators and attorneys, the Solicitor’s Office came out of COVID better, stronger and smarter.
Pam expanded Pretrial Diversion and with the cooperation of County leaders, created a dedicated Accountability Court Prosecutor. She assumed control of subpoena duties from the Clerk’s Office, Prosecutorial duties for our Code Court, and has never hesitated to assist surrounding city courts when in need.
In 2020, Pam received the Solicitor General of the Year Award from the Georgia Association of Solicitor Generals. And, in 2023, her Deputy Chief received the Assistant Solicitor General of the Year Award as well.
Pam has 18 years of prosecutorial and criminal defense experience. And, overall 33 years of experience in our criminal justice system. Pam first began her career as a Henry County Deputy Sheriff in 1990 and then transitioned to our Henry County Police Department in 1991. She served as a patrol officer, undercover narcotics agent, criminal investigator and eventually obtained a leadership position with Clayton State University Police Department. Pam worked full time while attending her second and third year of law school managing to squeeze her 40-hour police shifts into weekends by working 16-hour shifts at the University. In 2005, Pam started her legal career as an Assistant Solicitor General with our Solicitor’s Office then led by Charles “Chuck” Spahos.
Pam’s dedication to the Citizens of Henry County and to the administration of justice is her heartfelt passion. Pam believes in being accessible to citizens and remaining a humble public servant. Her commitment to community engagement has never waivered and she is incredibly proud to be a founding Board Member of our Shaquille O’Neal Boys and Girls Club of Henry County.
Pam is a lifelong resident of Georgia and a 17-year resident of Henry County. She graduated from Georgia State University with a BS in Criminal Justice in 1998 and a MS in Criminal Justice in 2000. She attended Emory University School of Law and obtained her Doctor of Law in 2005. She attended Emory’s School of Law with the assistance of the Supreme Court of Georgia Scholarship. Pam is an avid turkey hunter and loves to surf fish off the beaches of St. George Island, FL.

Ron Lloyd has more than 35 years of experience handling impaired driving cases, formerly as a State Trooper (Sergeant) with the Georgia State Patrol and currently as an Impaired Driving Consultant, Trainer and Expert Witness in the private sector. As a Georgia State Trooper, he made nearly 1000 DUI arrests and was a member of the Georgia State Patrol’s Elite “Alpha Team” DUI Task Force. He also served as the Georgia State Patrol’s Impaired Driving Training Coordinator, responsible for training Georgia State Troopers on how to properly investigate and effectuate DUI arrests, using the National Highway Traffic Safety Administration’s (NHTSA’s) DUI Detection and Standardized Field Sobriety Testing (SFST) training curriculum.
As a law enforcement officer, Ron Lloyd was an International Association of Chiefs of Police (IACP)/NHTSA Drug Recognition Expert (DRE) Instructor, as well as a NHTSA DUI Detection and Standardized Field Sobriety Testing Instructor. As an instructor, he has trained thousands of professionals in this field, including, but not limited to, law enforcement officers, prosecutors, judges and attorneys from across the United States and Canada on impaired driving-related topics.
Ron Lloyd is recognized nationally as an Impaired Driving Expert, and he has lectured for numerous professional organizations, such as, the Institute of Continuing Judicial Education (ICJE) of Georgia, The Institute of Continuing Legal Education (ICLE) of Georgia, National Association of Criminal Defense Lawyers (NACDL), The National College for DUI Defense (NCDD), Prosecuting Attorney’s Council of Georgia, Georgia Safety Management System, Georgia Bureau of Investigations (GBI) Crime Lab, Georgia Police Academy, as well as others. He has also been a speaker at the prestigious Harvard University for the National College for DUI Defense on multiple occasions.
Ron Lloyd was presented with an award from The National College for DUI Defense at the 2019 Winter Conference in Los Angeles, CA for his contributions and instruction on impaired driving-related topics. He was also honored as one of the "Best of 2017 Highest Rated Speakers of the Year” by the National Association of Criminal Defense Lawyers (NACDL), voted on by seminar attendees from all NACDL seminars throughout the year.
I have been practicing DUI defense for twenty-five years and I still get excited about it. This practice gives us so much opportunity to be creative and do good work for our clients. Sometimes a small legal victory is the momentum we can use to help us convince a client to turn his life around. Other times, it's fun to win a case for the client that doesn't have a substance issue, but made a bad decision, and can't have this on his record. The best times are when we have a cocky prosecutor or difficult judge, and we steal a not guilty from them. This must be what it feels like to pull off a heist. And, the best feeling about doing this job is that we are keeping the system honest. It sure beats digging ditches (although that's not too bad either).
WILLIAM D. “BILLY” HEALAN, III
Billy Healan graduated from Winder Barrow High School in 1989 and then attended the University of Georgia, where he graduated in 1993 with a degree in economics. Mr. Healan received his degree from the University of Georgia School of Law in 1996. Since graduation, Mr. Healan has practiced criminal defense in Winder, Georgia with a large portion of his practice devoted to DUI and traffic law. Mr. Healan is a member of the Georgia Association of Criminal Defense Lawyers, National Association of Criminal Defense Lawyers, and Georgia Defenders of Drinking Drivers group. Billy Healan is AV rated by Martindale Hubble, 10 out of 10 rated by AVVO, and has been selected as a Super Lawyer from 2012-2023. Mr. Healan has spoken on a variety of topics related to criminal law and DUI law at numerous legal seminars. Mr. Healan has handled thousands of criminal cases, with approximately 200 jury trials and many more bench trials and motion hearings. Mr. Healan has also handled many appeals in the Georgia Court of Appeals and Georgia Supreme Court. Two of Mr. Healan’s appeals to the Georgia Supreme Court, Cooper v. State and King v. Angelique has served as General Counsel at the Georgia Department of Driver Services (DDS) since 2015. Prior to serving as General Counsel, she served as an Assistant Attorney General for the State of Georgia from 2008 to August 2015. She has practiced law for eighteen (18) years and began her career as a prosecutor.
Her team at DDS is responsible for policy promulgation and enforcement, contract review and negotiation, secure ID enforcement and assistance, and other legal matters involving employment, data privacy enforcement, and ADA non-discrimination enforcement. The legal team at DDS is also responsible for the agency’s statutory and regulatory interpretation and implementation. In addition to presenting at numerous events related to driver’s license and data privacy law, Angelique also presents nationally on topics related to driver’s license law and identity management.
A native of Decatur, Georgia, Angelique resides in Conyers, Georgia.
Jason J. Deal was appointed Judge of the Superior Court of the Northeastern Judicial Circuit of Georgia by Governor Sonny Perdue effective June 22, 2005 and ran unopposed for re-election to the post in 2006, 2010, 2014, 2018, and 2022. Deal became the presiding Judge of the Hall County Drug Court in January, 2006 and started the Dawson County Treatment Court (Drug/DUI) in July of 2006. The Dawson County Treatment Court now includes DUI, Drug and Mental Health tracks. In 2013 Deal started the Hall County Probation Drug Court. Today Deal shares duties with Judge Clint Bearden in the Hall County Drug Court. Deal presides over Alpha Track and Bearden presides over Bravo, and Charlie Tracks. Deal also served as the first chairman of the Georgia Council of Accountability Court Judges from 2015 to 2017. He was a member of the Governor’s Criminal Justice Reform Council from 2012 to 2018 and the Georgia Criminal Justice Coordinating Council from 2015 to 2017. In 2017 Deal received the Emory Findley Award from the Georgia Council of Superior Court Judges. He formerly served as Chair of the Accountability Courts Committee of the Council of Superior Court Judges and on the Supreme Court’s Justice for Children and Families Committee.
Prior to becoming a Superior Court Judge, Deal served as District Attorney of the Northeastern Judicial Circuit from May 1, 2002, until June of 2005. While serving as District Attorney he was involved in the planning and implementation of the Hall County H.E.L.P. court and served on the Georgia Crime Information Center Advisory Council. He also previously served as a Magistrate Judge in Hall County, and as an Assistant District Attorney for Hall and Dawson Counties. As an ADA, Deal received the 1999 Work Horse of the Year award. Deal also worked as an associate in the Dawsonville branch office of the firm Fox, Chandler, Homans, Hicks & McKinnon and served as County Attorney for Dawson County.

Hayes Thomas serves as Chief Executive Officer of ARS, Inc.. Mr. Thomas is a seasoned software executive with over 40 years of experience in all aspects of Information Technology (IT). Specialties: technology entrepreneur with 4 past successful start ups that resulted in both IPO's and m/a in excess of $100 million. Extensive experience in major accounts sales, OEM sales, marketing, general management and senior officer involvement with P&L responsibility.
Prior to Governor Kemp’s appointment, she was the Chief Assistant Public Defender from 2013 to 2017 for the Paulding Circuit Public Defender Office. In 2017, she was selected to serve as the Paulding Circuit Public Defender and served in that capacity until July 2022.
Before coming to Paulding County, she served four years as an Assistant District Attorney for Cobb District Attorney’s Office and six years as a Marietta Police Officer. During her time on patrol at Marietta she completed law school at John Marshall Law School. She attended University of Tennessee at Chattanooga and interned with the Tennessee Bureau of Investigation prior to permanently moving to Georgia.
Judge O’Conor is an active member in her community and strives to make a positive impact in the community where she is currently raising her 12-year-old son. Judge O’Conor is a member of the Rotary Club of Paulding County, which dedicates its efforts into community resources and scholarships; serves as a Board Member for the Bullock Hope House and is a Wellstar Regional and Foundation Board Member. Judge O’Conor previously served as a Board Member of the Paulding County Bar, a committee member for McKenna Farms, and a graduate of Leadership Paulding Class #29.
Judge Michael Garrett is the Chief Judge of Clayton County State Court. Judge Garrett was appointed to the bench by Governor Nathan Deal in 2012. Previously he was a prosecuting attorney for the South Georgia Judicial Circuit and the Atlanta Judicial Circuit.
Judge Garrett is a graduate of Auburn University, where he majored in Business.
Ginger Vincent is a military child that lived in a multitude of states and experienced adversity at it finest. Ginger holds both International and multiple state credentionals as an alcohol and drug counselor.Ginger draws on her own justice involved experiences and setbacks from addiction to drugs and alcohol to touch the lives of many seeking the freedom and happiness she now enjoys. Her primary goal is to assist others in facilitating change afforded to everyone in recovery. She does that through her counseling, motivational speaking, and community involvement as an advocate for justice that removes the barriers her clients face. Through years of tireless work and specialized training, Attorney Greg Willis has established himself as one of the top DUI defense attorneys in the country. His legal career is dedicated to challenging laws to the benefit of his clients. He has been involved in over 5,000 cases defending individuals who have been charged with driving under the influence. Mr. Willis is a fervent defender of the constitutions and is known for his unwavering commitment to protecting the rights of his clients. Due to his success and masterful defense techniques through motions, trials, and appeals, Mr. Willis has garnered many positive testimonials from clients and attorneys alike. He has a 93.6% success rate of defending DUI charges over the past 10 years (success equals closing the cases without a DUI conviction).
Greg Willis has extensive appellate experience with many appellate cases that have transformed DUI laws in Georgia. He argued the seminal case Elliott v. State, 305 Ga. 179 (2019) before the Georgia Supreme Court which resulted in the Supreme Court holding that Georgia's DUI statutes were unconstitutional. The state’s legislature revised Georgia’s implied consent warning after Elliott was decided. He also argued Hill v. State, 360 Ga. App. 683 (2021) before the Georgia Court of Appeals where the Court agreed with Mr. Willis and suppressed 28 grams of cocaine for a 10-20 second unlawful delay during an ordinary traffic stop. He is proud of his firm’s extensive pro bono work for GACDL’s Amicus Committee (he is a current member and former Chair). Greg Willis has co-authored many briefs for GACDL to the Georgia Supreme Court, the Georgia Court of Appeals, and the United States Supreme Court. His office also currently has several cases pending in both the Georgia Supreme Court and the Georgia Court of Appeals that will affect most DUI cases pending at this time.
