Biography of William C. Head
DUI lawyer GA William C. Head is a criminal defense attorney in Atlanta GA and personal injury lawyer with over 48 years of litigation experience. The Atlanta DUI attorney has authored or co-authored over a dozen drunk driving books and is a Board-Certified DUI lawyer by NCDD.com.

The book was the first of its kind to inform accused drunk drivers of their legal rights and explain how to beat a DUI in Court. In 1994, Mr. Head sponsored America's very first NHTSA standardized field sobriety test training course, for which criminal defense attorneys could attend and get certified, just like law enforcement officers get trained. Each attendee received a certificate for having completed the training and passing the final exam, just like police officers receive.
Over the next 5 years, training to be NHTSA instructors took place in Atlanta, and Mr. Head and Partner Larry Kohn were certified as Instructors in 1999. Using the October 1994 inaugural Mastering Scientific Evidence in DUI-DWI Cases seminar in Atlanta to gather top DWI-DWI attorneys, Georgia DUI attorney Bubba Head helped organize and later launch the National College for DUI Defense with the late Larry Taylor (CA), Don Nichols (MN), the late Reese Joye (SC), Vic Carmody, Flem Whited and several others.
The National DUI lawyer training for field sobriety tests and for comprehensive breath alcohol testing started in 1995.
Lawrence A. “Larry” Kohn has over 25 years experience as a criminal defense attorney in Georgia. He received his undergraduate degree from Emory University. After working in the securities industry he went back to Georgia State Law School. Despite working over forty hours a week for his current partner, William Head, Larry graduated magna cum laude while simultaneously working at Mr. Head’s law firm. Larry was ranked seventh in his law school class of over 200 students. Along with his law partners, Larry is an author of the Georgia DUI Trial Practice Manual, the authoritative guide to DUI Practice in Georgia, used by Prosecutors, Judges, and Lawyers. He is a regular speaker to other attorneys at statewide programs on DUI issues. He has chaired several statewide DUI trial programs for Judges, Prosecutors, and Defense Lawyers. He is an NHTSA-certified instructor to train law enforcement on field sobriety tests. He has tried to verdict a multitude of cases from speeding tickets, to DUI cases, to Vehicular Homicide Cases, to Sex Cases.
Sean attended Mercer University College of Liberal Arts, completed the Great Books program, and graduated with a Bachelor of Arts in English Literature and Language. He continued on to Emory University School of Law and received his Juris Doctor degree in 1992, and was admitted to the Georgia bar in June of 1992. He is admitted to the bars of the Northern and Middle District Courts of Georgia, the 11th Circuit Court of Appeals, and the United States Supreme Court. He is a member of the Georgia and National Associations of Criminal Defense Lawyers. He served as an Area Vice president from 2021-2024. He is a member of the National College of DUI Defense. He is AV rated by Martindale-Hubbell, a Super Lawyer since 2012, and is rated 10.0 on AVVO. Sean is married and is the father of a high school sophomore and a college freshman.
Duff Ayers is a criminal defense lawyer who practices in east Georgia. His law office is in Millen, Georgia. He is originally from Sylvania, Georgia.
Duff attended the University of Georgia, where he graduated summa cum laude with a Bachelor of Business Administration in Accounting. He graduated cum laude from the University of Georgia School of Law in 2011.
He started his career handling transactional work, but became focused on defending clients accused of crimes after beginning to take appointed criminal cases in 2015. Duff gained particular interest in impaired driving cases.
Duff is a member of the Georgia Association of Criminal Defense Lawyers and the National Association of Criminal Defense Lawyers. He currently serves as an Area Vice President with the Georgia Association of Criminal Defense Lawyers. Duff is married and has two young children who keep him busy outside his practice. In his spare time, Duff enjoys spending time with his children, following the Georgia Bulldogs and Atlanta Braves, hunting, cooking, reading, and snow skiing.
Tiffini Duncan is the Managing Owner of Duncan Law Firm, LLC formed in 2006 in Augusta, GA. The practice is limited to defending those charged with misdemeanor driving offenses, with a focus on DUI charges. In her hometown of Augusta, she is known as "DUI Duncan".
Ms. Duncan attended the University of Arkansas, where she earned her B.A. in Political Science Cum Laude in 2002, and her J.D. degree Magna Cum Laude from the University of Arkansas School of Law in 2005. She attended law school on a full academic scholarship, served as a Member of the Arkansas Law Review, and graduated in the top 10% of her class.
Dr. Blank has over 20 years of experience in the field of addiction. She is the current Medical Director for Georgia Professionals Health Program which provides Georgia Professionals with initial triage, referral into evaluation, treatment quality monitoring, and care management of mental/behavioral health issues to include substance use disorders.
After obtaining her medical degree from the Medical College of Georgia, she completed a residency in Psychiatry and Neurology at Sheppard Pratt Hospital in Baltimore, Maryland. She also received training in Forensics at the University of Virginia. Because of an interest in addiction, its diagnosis and treatment, she undertook specialized training in Addiction Medicine at the Talbott Recovery Campus under the direction of Dr. G. Doug Talbott. Recognizing that the most effective treatment for a patient with the disease of addiction involves the whole body, she obtained additional training, and completed a Fellowship and Advanced Fellowship training in Anti-aging and Regenerative Medicine.
Dr. Blank is Immediate Past President of the Georgia Society of Addiction Medicine. She is a member of the Board of Trustees for the Georgia Psychiatric Physicians Association. She was Co-Chair of the Medical Association of Georgia’s “Think About It” Campaign-providing education to Health Care providers about proper prescribing of opioids and other high-risk medications. She is also a past member of the Board of Directors for The Georgia Council on Alcohol and Drugs and “Let’s Be Clear Georgia”. Dr. Blank and Dr. Lori Karan co-authored the chapter on Tobacco and Nicotine Addiction for the ASAM Patient Criteria released in September 2013 and the ASAM Tobacco Guidelines in February 2022. Dr. Blank is a contributor to the American Society of Interventional Pain Physicians Opioid Prescribing Guidelines, published in March 2017 and 2024, and has been a member of the Technical Expert Panel for PCPI Preventive Care guidelines for Tobacco Cessation, Influenza Immunizations and Alcohol Screening.
Dr. Blank is a Diplomate of the American Board of Psychiatry and Neurology, the American Board of Addiction Medicine, The American Board of Preventive Medicine, subspeciality in Addiction Medicine, and the American Board of Anti-aging and Regenerative Medicine. She is a Fellow of the American Board of Forensic Examiners, a Life Fellow of the American Psychiatric Association, a Distinguished Fellow of American Society of Addiction Medicine, a Fellow of the American Academy of Anti-Aging and Regenerative Medicine and a Certified Medical Review Officer.
Dr. Blank is a distinguished speaker and lecturer at medical conferences and lay seminars throughout the United States and in several foreign countries. She has lectured over 200 times at medical schools, physician conferences, international meetings of physicians and other healthcare professionals and was an Associate Professor of Psychiatry at the Penn State. She was in the active practice of addiction treatment and is recognized as a pioneer for her use of the most advanced techniques in the care of patients with the disease of addiction.
Sarah is an Assistant Public Defender II in the State Court Division of the Fulton County Public Defender’s Office. She has represented hundreds of indigent clients facing DUI-related charges during her seven years of practice. She approaches each case with an unflinching recognition of the systemic inequities pervasive throughout the criminal justice system. Sarah is passionate about demystifying DUI investigations amongst her colleagues and debunking pseudoscience with Daubert litigation in court. Sarah is NHTSA and ARIDE certified. Sarah earned a B.A. in Anthropology and Environmental Studies from Emory University in 2010, and a J.D. in Native American Law from the University of New Mexico in 2015. Sarah, her boyfriend, and their dog return to the Southwest each autumn to hike amongst Anasazi ruins. Sarah also enjoys crocheting, playing guitar, and learning Portuguese.
Emily Bronstein has been practicing across the state of Georgia for the past 11 years and is currently an Assistant Public Defender in Fulton County. Her experience has been broad and ranged through all degrees of criminal practice in counties large and small. Over the years, she has developed a special interest and love for DUI cases, excelling in exploiting their technical nuances. Her focus has spanned from misdemeanor and felony DUIs to vehicular homicides of both degrees. Jason Broth has been a DeKalb County employee and Decatur resident since 2006. Growing up in southern California, Jason traveled to New York for his undergraduate education at Vassar College. After graduation, he returned to his home state, but this time in the north. He graduated from the University of California, Hastings College of the Law with his J.D. Degree in 2006. He subsequently became a member of both the California and Georgia State Bars and has practiced law in both states in various capacities.
Currently, Jason proudly works as a DeKalb County Public Defender providing legal defense to indigent individuals charged with crimes that occurred in DeKalb. In addition, he supervises other public defenders in service of this same mission which he sees as vital to the functioning of his current hometown. As of 2021, Jason was made the DeKalb County Public Defender's first ever "DUI Specialist." In that role, Jason has represented dozens of clients charged with DUI in DeKalb County State Court. In addition, he supervises the work of the assigned courtroom public defenders in all of Dekalb State Court on all of the DUI cases within the office. Further, he co-counsels with Superior Court public defenders on all of the offices DUI-related felony charges including on all first degree vehicular homicide cases. In these capacities, he has argued a wide array of DUI motions in both the State and Superior Courts as well as representing people through trial.
Kathy McArthur has over 40 years’ experience representing clients who have been severely injured or killed as the result of the negligence of others. She focuses her practice on serious personal injury and wrongful death cases caused by car wrecks or medical malpractice. Kathy is AV-rated by Martindale-Hubbell, Board Certified by NBOTA, and is a Past President of the Georgia Chapter of ABOTA and the William A. Bootle American Inn of Court. She has served as lead and co-counsel on numerous cases resulting in verdicts and recoveries for her clients in excess of $1 million. Kathy received the Professionalism Award in 2013 and the Traditions in Excellence Award in 2022, and has been designated by her peers as one of the Top 10 attorneys in the State of Georgia across all fields of law in 2018 – 2021. She graduated Phi Beta Kappa from the University of North Carolina in 1976 and received her J.D. from UNC in 1979. She has spoken extensively at seminars and was quoted in The New York Times and appeared on the Joy Behar Show on the topic of the dangers of cell phone use and driving.
Kathy is married to Waldo E. Floyd III, M.D., hand surgeon with OrthoGeorgia in Macon. She has two daughters—Lindsey Macon (34), who joined McArthur Law Firm-Atlanta as an attorney in 2019, and Holly Stephens (30) a public defender in the Brunswick Judicial Circuit.
A native of Atlanta, Buck earned a Bachelor of Arts from the University of Georgia in 1990 and a J.D. from Vanderbilt University School of Law in 1994. Buck is a P.O.S.T. (Peace Officer’s Safety Training) Certified Guest Lecturer, Commercial Motor Vehicle Collisions and Law and holds his own CDL License.
Buck was the 55th president of the State Bar of Georgia and has been on the Board of Governors for the State Bar of Georgia since 2008. He also served as President of the Georgia Trial Lawyers' association from 2013-14 and currently serves on the Board of Governors for the American Association of Justice.
Buck was selected as one of the “14 Under 40” in the Fulton County Daily Report in 2006 and as one of the “Top 100 lawyers” in Georgia by Atlanta Magazine.
Buck is a graduate of the National College of Advocacy, the Ultimate Trial College in Washington, D.C., and the Trial Lawyers College. He is a Master in the Lamar Inn of Court.
Buck has devoted himself to community service. His philanthropic work includes serving on the Board of Directors for RoadSafe America (a trucking safety advocacy group), Chair of the Board of Directors of the Civil Justice PAC Inc., Georgia and Alabama State Council of Mothers Against Drunk Driving (MADD) for which he is the Walk Chair, and the Shepherd Spinal and Brain Injury Center, where he has served as a Trustee on the Auxiliary Board and the Advisory Board. He also advises 501 (c)4 safety and victim advocacy organizations, drafting legislation and Amicus Currie briefs.

WILLIAM D. “BILLY” HEALAN, III
Billy Healan graduated from Winder Barrow High School in 1989 and then attended the University of Georgia, where he graduated in 1993 with a degree in economics. Mr. Healan received his degree from the University of Georgia School of Law in 1996. Since graduation, Mr. Healan has practiced criminal defense in Winder, Georgia with a large portion of his practice devoted to DUI and traffic law. Mr. Healan is a member of the Georgia Association of Criminal Defense Lawyers, National Association of Criminal Defense Lawyers, and Georgia Defenders of Drinking Drivers group. Billy Healan is AV rated by Martindale Hubble, 10 out of 10 rated by AVVO, and has been selected as a Super Lawyer from 2012-2023. Mr. Healan has spoken on a variety of topics related to criminal law and DUI law at numerous legal seminars. Mr. Healan has handled thousands of criminal cases, with approximately 200 jury trials and many more bench trials and motion hearings. I have been practicing DUI defense for twenty-five years and I still get excited about it. This practice gives us so much opportunity to be creative and do good work for our clients. Sometimes a small legal victory is the momentum we can use to help us convince a client to turn his life around. Other times, it's fun to win a case for the client that doesn't have a substance issue, but made a bad decision, and can't have this on his record. The best times are when we have a cocky prosecutor or difficult judge, and we steal a not guilty from them. This must be what it feels like to pull off a heist. And, the best feeling about doing this job is that we are keeping the system honest. It sure beats digging ditches (although that's not too bad either).

She earned her Juris Doctor degree from Atlanta’s John Marshall Law School and obtained a Bachelor of Arts degree in Sociology from the University of Georgia.
Christine Koehler is one of Georgia's premier trial attorneys. After graduating cum laude from Georgia State University College of Law, Christine has litigated in courtrooms throughout the State of Georgia for the last 30 years. Charles Auslander has served as a judge in the State Court of Athens-Clarke County since 2011. He presides over the Athens DUI treatment court. He also served as a judge in the Magistrate Court for 9 years. He earned his undergraduate and law degrees from the University of Georgia.
Judge McClelland is the Chief Judge of the State Court of Forsyth County. He has served as a Judge of the State Court since December 2003, and as Chief Judge since January 2013.
Judge McClelland was born and raised in Savannah, Georgia. He graduated from Armstrong State College (now part of Georgia Southern University) in 1979 with a B.S. in Political Science and obtained his law degree from the University of Georgia in 1982.
Judge McClelland served as a Law Clerk to the Hon. John Harvey, Judge of Superior Court, Atlantic Judicial Circuit from 1982 – 1983 and then worked as Assistant District Attorney in the Rome Judicial Circuit from 1983 – 1984. He began practicing law in Forsyth County in 1984 as Assistant District Attorney, and later served as Chief Assistant District Attorney for the Blue Ridge Judicial Circuit. In 1992, he opened his own law practice, then eventually co-founded the law firm of Dreger & McClelland.
Judge McClelland served as President of the Council of State Court Judges and was a member of the Judicial Council from 2019 – 2020. He was appointed to the Judicial Council COVID-19 Task Force in May of 2020 and served as the Vice-Chair of the Task Force and Chair of the Civil Subcommittee. He is serving his second term as a member of the Chief Justice’s Commission on Professionalism and is a member of the Commission’s CLE Committee. Judge McClelland was an inaugural member of the Executive Committee of the Council of Accountability Court Judges and currently serves as the Chair of the Council’s Data and Research Committee. Judge McClelland established the Forsyth County DUI Court in 2006 and continues to preside over the DUI Court today. He has been a long-time active member of many community organizations, including the Cumming-Forsyth County Optimist Club, Cumming-Forsyth County Chamber of Commerce and Leadership Forsyth. The Judge and his family are actively involved at The Episcopal Church of the Holy Spirit. Judge McClelland is also active as an adult leader with Sea Scout Ship 2222 and Venture Crew 39 in Cumming, and is a member of the Executive Board of the Northeast Georgia Council, BSA.
Judge McClelland and his wife, Janice, have been married for 35 years. Their son, Matthew, graduated from the United States Naval Academy in 2020 and is now a Lieutenant serving as a Surface Warfare Officer in the United States Navy.
Prior to Governor Kemp’s appointment, she was the Chief Assistant Public Defender from 2013 to 2017 for the Paulding Circuit Public Defender Office. In 2017, she was selected to serve as the Paulding Circuit Public Defender and served in that capacity until July 2022.
Before coming to Paulding County, she served four years as an Assistant District Attorney for Cobb District Attorney’s Office and six years as a Marietta Police Officer. During her time on patrol at Marietta she completed law school at John Marshall Law School. She attended University of Tennessee at Chattanooga and interned with the Tennessee Bureau of Investigation prior to permanently moving to Georgia.
Judge O’Conor is an active member in her community and strives to make a positive impact in the community where she is currently raising her 12-year-old son. Judge O’Conor is a member of the Rotary Club of Paulding County, which dedicates its efforts into community resources and scholarships; serves as a Board Member for the Bullock Hope House and is a Wellstar Regional and Foundation Board Member. Judge O’Conor previously served as a Board Member of the Paulding County Bar, a committee member for McKenna Farms, and a graduate of Leadership Paulding Class #29.
